dc.description.abstract	This manuscript considers elements for the formulation of strategic axes in the environmental planning of the water resource in tropical countries, differentiating the strategic, functional planning and the environmental water management. Similarly, aspects of the current problem are described using the qualitative method of quadrants, caused by the poor articulation of the instruments currently applied.
